West Central Small Business Transportation Resource Center is a program to support Small Business/DBEs in construction and transit related projects. SBTRC is managed and funded by the Office of Small and Disadvantaged Business Utilization (OSDBU) in the U.S. Department of Transportation. The HOYA Foundation houses the SBTRC office and our staff.
Project Director - Joseph Serna is of the Dawa (Sun) clan of the Hopi Tribe in
northern Arizona. He started his construction career with Kiewit in Wyoming. Serna worked with the Colorado Department of Transportation, Regional Transportation District and Kiewit on the $1.7 billion T-REX Highway Construction project. Serna has coached small construction businesses on doing work on large construction projects for over 15 years.
Executive Director - Earl Lee Lee has worked on federal and local minority projects. Lee directs the Denver Prime Connections. He has worked on CDOT outreach projects and has contacts with local transportation companies. He manages technology, procedures and events.
